Nota del autor: El contenido del presente ensayo se refiere básicamente al desarrollo de las relaciones cívico-militares durante las cuatro últimas décadas, poniendo énfasis en el período 1980-1990. En él analizo las complejas relaciones entre Sendero (y en menor grado el MRTA), el gobierno civil y los institutos armados. El lector notará una creciente diferencia entre gobierno y Ejército en relación a cómo resolver la guerra civil que en este momento está destrozando al país. Mientras que los tres anteriores gobiernos civiles se han dedicado al “combate contra el terrorismo” y a declarar cada vez más territorios “en emergencia”, la mayoría de los generales que ocuparon puestos claves entre 1983 y 1991 piden, paradójicamente “más reformas y menos balas”. En eso siguen las tesis de seguridad, originalmente desarrolladas por el general Marín en el CAEM durante los años cincuenta, tesis que conectan el tema de seguridad con el de desarrollo. --Prólogo. |
