Resumen: La historia peruana de los últimos años muestra que el Congreso de la República debe ser reestructurado íntegramente. Este libro pone tal tema en discusión, tanto en materia de su organización como de su funcionamiento. No se limita a sostener que hay que crear el Senado, pues considera que esto solo no mejorará las cosas, sino que plantea cambios profundos e innovadores. Muestra, asimismo que la reestructuración del Congreso se relaciona con cambios indispensables en la organización del Poder Ejecutivo y en las leyes electorales.
